What the approved map says
On paper, the land has one use: burial
Every registered housing society has an approved layout plan. The plan of Abdalians Cooperative Housing Society was approved under section 13(5) of the LDA Act 1975. In the approved plan and again in the revised plan, it reads the same: graveyard, 19.45 kanals — two percent of the Society's land.
Nothing in this story needed a lawyer to discover. It was written on the map from the first day.

The notice ends the agreement of 21 November 2025 under the Management Committee's resolution of 5 September 2026, gives three months to vacate — until 15 December 2026 — and orders every pot and item blocking the graveyard's paths removed at once.

Peace be upon you. This is the graveyard of a residential society in Lahore. Its gate reads: "O people of the graves, peace be upon you." "You went before us, and we are coming after you." This is the story of the land behind that gate - and of the citizens who restored its sanctity through the law.

Every registered housing society has an approved layout plan. This society's plan was approved under Section 13(5) of the LDA Act 1975. It clearly says: Graveyard, 19.45 kanals - two percent of the total area. In the approved plan, and in the revised plan. The map gives this land a single use: burial.
1:02What residents saw
According to the Society's own notice, an agreement was made on 21 November 2025 between the management and a private nursery. A few months later, on 18 March 2026, residents saw this in the graveyard: rows of pots around the graves, plant beds, water pipes. A place meant for prayers for the dead was being prepared for business. According to a complaint filed later, about seven kanals of the graveyard had been given to the nursery.
1:35The legal route
The residents did not protest, and they accused no one. They did what any citizen can do. On 18 March a written application, with photos and the map, went to the LDA, with copies to the Registrar Cooperative Societies Punjab and to PERA, the Punjab Enforcement and Regulatory Authority. The questions were simple: is a nursery allowed on graveyard land? If so, who allowed it? And if not, let action be taken under the law. Later the same matter was placed before the Ombudsman Punjab as a complaint.
2:15The outcome
And then came the result. On 5 September 2026 the Society's Management Committee passed a resolution to end the nursery agreement. On 16 September the nursery was given written notice to vacate within three months - by 15 December 2026. The notice also orders that all pots and goods blocking the graveyard's paths be removed at once, and the land returned clean. On 21 September the Assistant Registrar Cooperative Societies placed all of this on record before the Ombudsman Punjab. We thank the management too for this decision. Alhamdulillah.

But one question remains: what was written on the map from the first day - why did it take a complaint to see it? In Surah al-A'raf, the Qur'an tells of a town forbidden to fish on the Sabbath. They set their nets on Friday and drew them in on Sunday. No one fished on the Sabbath. The words of the law survived - but its purpose was defeated. We call this Form vs Substance. The graveyard was not sold, only leased - that is the form. The dignity of the dead was harmed - that is the substance. Two: if the land use differs from the map, take dated photos and ask in writing, without accusing anyone. Three: apply to the right office - the Registrar Cooperative Societies, the development authority for land use, PERA for encroachment, and the Ombudsman Punjab if there is no reply. Four: keep a receipt and a copy of every application. The legal route feels long, but it works.
5:17Closing
The Qur'an says: "Truth has come and falsehood has vanished; surely falsehood is bound to vanish." The last date to vacate the land is 15 December 2026. After that, God willing, we will share a short follow-up. Our parents rest there. One day, so will we. A graveyard is not an asset - it is a trust. Keep it like a trust. Peace be upon you.
